Research Statement: My research examines how law, infrastructure, and financial systems shape territorial control and access in the world’s oceans. I focus on the governance of distant water fishing, tracing how ports, agreements, and regulatory asymmetries enable extraction while complicating enforcement. Through this lens, I engage questions of maritime territoriality, legal pluralism, and ocean justice.
